Unmanned Aircraft Systems (Drones) - Use on University Property

The use of any property owned, leased, licensed or otherwise controlled by the University, including, but not limited to, any “air rights” recognized by federal or state law, to operate any Unmanned Aircraft Systems (“UAS”), commonly referred to as “unmanned aerial vehicles” or drones, as well as any small unmanned aircraft or model aircraft (“model aircraft”), poses inherent health, security, and privacy risks to the University community.  Accordingly, use of University property or air rights for the purpose of operating any UAS or model aircraft is prohibited at all times, except as approved in advance, through a Outdoor Facility/Space Reservation From for Unmanned Aircraft Systems (Drones) directed to the Provost and the Vice Chancellor for Research and Innovation (for any use of non-athletic related venues) or the Vice Chancellor and Director of Athletics (for athletic-related venues only); provided, however, that any UAS must comply with all applicable federal certification requirements or other federal and state laws, including, but not limited to, any requirements of the Federal Aviation Administration.  This prohibition includes the associated support equipment, control station, data links, telemetry, communications and navigation equipment, etc., necessary to operate the vehicle. 

The use and operation of UAS is strictly regulated by the Federal Aviation Administration and is also governed by state law.  Any person who observes the use of any UAS or model aircraft on University property should immediately notify the University of Arkansas Police Department at 575-2222.

Any person or entity using or operating any UAS or model aircraft in violation of this policy shall be subject to all criminal and civil penalties and liability to the maximum extent possible under federal and state law.
