ORGANIZATION OF UNIVERSITY OF ARKANSAS MEDICAL SCIENCES CAMPUS

The Chancellor is the chief executive officer at UAMS. He/she is directly responsible to the President of the University for all activities of UAMS and its subsidiary programs. In accord with University policy, the Chancellor is held accountable for all UAMS education, research and service programs, planning and preparation of the budget for presentation to the President, UAMS facility and program planning, the allocation of space between major units on the campus, the development of affiliation agreements, professional relations, press relations, and other duties as may be prescribed by the University and by law.

The Vice Chancellor for Administration and Academic Coordination discharges the responsibilities of the Chancellor in the absence of the Chancellor; coordinates duties and responsibilities delegated by the Chancellor to other administrative officers at UAMS; assists the Chancellor in coordinating Health Science Campus-wide policies and programs among the component units; coordinates and supervises and manages procedures and personnel of the central UAMS administrative offices; serves as the primary coordinator between UAMS and the Department of Higher Education; acts as Legislative liaison for the Medical Sciences Campus in cooperation with Director for University Relations.

The Vice Chancellor for Fiscal Affairs is responsible to the Chancellor for the execution of all University and statutory requirements in regard to UAMS financial affairs. The Vice Chancellor for Fiscal Affairs also acts as the UAMS agent for the University Planning and Development Foundation.

The Dean of the College of Health Related Professions is responsible directly to the Chancellor for all administrative activities conducted by the College of Health Related Professions. As administrative head of the College of Health Related Professions, the Dean is responsible for the execution and implementation of general University and UAMS policy applicable to that College. The Dean is responsible for planning the College of Health Related Professions' budget in cooperation with the Vice Chancellor for Fiscal Affairs and the Chancellor. Further, the Dean is responsible to the Vice Chancellor for Administration and Academic Coordination in the coordination of programs and efforts directed toward shared space and facility resources and the development of a coordinated academic calendar at UAMS.

Reporting directly to and responsible to the Dean of the College of Health Related Professions are the academic department chairmen who are administrative officers of the University in the College of Health Related Professions responsible for the organized academic programs within their department; for the departmental budget, collaborative inter-department and inter-school academic planning and effort; and for the implementation of University policy applicable to their areas of responsibility. 

The Dean of the College of Medicine is responsible directly to the Chancellor for all administrative activities conducted by the College of Medicine. As administrative head of the College of Medicine, the Dean is responsible for the execution and implementation of general University and UAMS policy applicable to that College. The Dean is also responsible for activities within the T.H. Barton Institute for Medical Research and is responsible for planning the Medical College budget in cooperation with the Vice Chancellor for Finance and the Chancellor. The Dean of the College of Medicine is responsible to the Vice Chancellor for Administration and Academic Coordination in the coordination of programs and efforts directed toward shared space and facility resources and the development of a coordinated academic calendar at UAMS.

Reporting directly to and responsible to the Dean of Medicine are the academic department chairmen who are administrative officers of the University in the College of Medicine responsible for the organized academic programs within their department; for the departmental budget, collaborative inter-department and inter-school academic planning and effort; and for the implementation of University policy applicable to their areas of responsibility.

The Dean of the College of Nursing is responsible directly to the Chancellor for all administrative activities conducted by the College of Nursing. As administrative head of the College of Nursing, the Dean is responsible for the execution and implementation of general University and UAMS policy applicable to that College. The Dean is responsible for planning the Nursing College budget in cooperation with the Vice Chancellor for Finance and the Chancellor. The Dean of the College of Nursing is responsible to the Vice Chancellor for Administration and Academic Coordination in the coordination of programs and efforts directed toward shared space and facility resources and the development of a coordinated academic calendar at UAMS.

Reporting directly to and responsible to the Dean of Nursing are the academic department chairmen who are administrative officers of the University in the College of Nursing responsible for the organized academic programs within their department; for the departmental budget, collaborative inter-department and inter-school academic planning and effort; and for the implementation of University policy applicable to their areas of responsibility.

The Dean of the College of Pharmacy is responsible directly to the Chancellor for all administrative activities conducted by the College of Pharmacy. As administrative head of the College of Pharmacy, the Dean is responsible for the execution and implementation of general University and UAMS policy applicable to that College. The Dean is responsible for planning the Pharmacy College budget in cooperation with the Vice Chancellor for Finance and the Chancellor. The  Dean of the College of Pharmacy is responsible to the Vice Chancellor for Administration and Academic Coordination in the coordination of programs and efforts directed toward shared space and facility resources and the development of a coordinated academic calendar at UAMS.

Reporting directly to and responsible to the Dean of Pharmacy are the academic department chairmen who are administrative officers of the University in the College of Pharmacy responsible for the organized academic programs within their department; for the departmental budget, collaborative interdepartment and inter-school academic planning and effort; and for the implementation of University policy applicable to their areas of responsibility.

The Director of AHEC and Continuing Education is responsible directly to the Chancellor for all administrative activities conducted within the AHEC and Continuing Education. As administrative head of the AHEC and Continuing Education, the Director is responsible for the execution and implementation of general University and UAMS policy applicable to these units. The Director is responsible for planning AHEC budgets in cooperation with the Vice Chancellor for Finance and the Chancellor. Continuing Education budgets will be developed by the various Deans with the cooperation of the Director. The Director of Continuing Education shall be responsible to the various UAMS Deans for Continuing Education programs sponsored by the various UAMS colleges. 

The Director is responsible to the Vice Chancellor for Administration and Academic Coordination in the coordination of programs and efforts directed toward shared space and facility resources and the development of a coordinated academic calendar at UAMS. Reporting directly to and responsible to the Director of AHEC and Continuing Education are the Directors of the several UAMS AHEC units who are administrative officers of the University. They, under the direction of the Director, are responsible for organized academic programs within their AHEC; for their unit's budget; and for the implementation of University policy applicable to their areas of responsibility.

The Director, University Hospital and Ambulatory Services is directly responsible to the Chancellor. The Director is the chief executive officer for the University Hospital, ambulatory services facilities, and their subsidiary operations. The Director is responsible for all professional and patient care services provided by the University Hospital, ambulatory service facilities and for activities of educational programs as they relate to those facilities. The Director works in collaboration with the clinical staff and relies heavily on their professional advice. Persons with academic appointments who also have hospital staff appointments are responsible to the Hospital Director in the areas of clinical and patient care services. The Director of the University Hospital is responsible for the hospital budget in cooperation with the Vice Chancellor for Fiscal Affairs, the various Deans in the Development of educational programs in the hospital, and the Chancellor.

Reporting directly to and responsible to the Hospital Director are the Chiefs of Service who are administrative officers of the University Hospital/Ambulatory Service Facilities; they are responsible for their budgets, for collaborative intra-facilities patient care planning and effort and for the implementation of University policy applicable to their areas of responsibility. 

The Director of Information serves as information officer for the UAMS within the general information policy of the University. In the discharge of his or her duties, the Director of Information works closely with the Chancellor. The Director attends, as an observer, regularly constituted UAMS committees, councils and boards when they deal with policy problems. Further, the Director maintains and publishes a calendar of UAMS activities. The Director also serves as publication advisor for all units of the campus and works closely with the University System Information Director.
